ASC employees and licensed affiliates have been providing procurement process support to employers since 1984 and to customers since 1992. On the customer side we have supported both the outsourcing organization and individual bidders (for different projects).
Unique to ASC is that our TF! and SeeSOR products have evolved from our direct experience in supporting many complete contract cycles (from technical requirements design through to contract re-let). Whether a customer is using TF! and/or SeeSOR or not, ASC has the experience and depth to have seen it all and provide targeted, meaningful and confident advice.
Certification Process
Given the breadth and complexity of the TF! methodology, employees and affiliates are certified by ASC based on the steps involved within TF!. These steps are as follows:
• Technical Requirement construction and review
• Source Selection Plan (SSP) and Request for Proposal (RFP) construction and review
• TF! tool custom tailoring
• Customer Estimate or Bid completion in the TF! tool
• Evaluation facilitation
• Facilitation of post-evaluation face-to-face discussion with Bidders
• Facilitation of Bidders‘ debriefs
• Audit and protest support
• Post-award management and administration support
• Operation of SeeSOR software and the development of QA Surveillance Plans
Certification Levels
Any personnel to be involved in the delivery of TF! and/or SeeSOR first receive significant training in the use of the ASC tools as well as their fit in the procurement process. Upon completion of training, the individual qualifies as a Tabular Format (TF!) Associate in all steps noted above. Additional levels of TF! certification are as follows:
• Partner - understands all details and possible issues with respect to specific steps and the impact of issues on other areas
• Principal - understands the TF! steps, can deliver the TF! steps without supervision and recognizes the impact of issues arising within the steps
• Manager - sufficiently understands the TF! steps to perform the task with minimal supervision
• TF! Staff Instructor - understands the TF! steps and can present the information in an easily understood manner
• TF! Course Instructor - understands the TF! steps, can present the information in an easily understood manner and respond on the spot to questions from participants
• TF! Certifier - recognizes the training and experience of qualified personnel and appropriately classifies them according to the above classifications
